Stephen Schlesinger, a political commentator and former Director of the Global Policy Institute at the New School University, clearly shows America's view about the United Nations reform and how the United State's government thinks that it should have more involvement due to its large contribution to the United Nations. It believes that it should have some sort of role in the operations of the United Nations. This role would be to act on behalf of the good of the country which might be harmful to the smaller countries involved in the organization. This opinion is mirrored by other large powerful countries such as Japan and Germany who also contribute a large amount of money to the United Nations and its operations.
According to an article published by the Council of Foreign Affairs , the United Nations involves itself in many different regions of the world and these regions are often in the midst of a disastrous event or have already taken place in an event that completely ruined their social, economic, and political system. The United Nations uses its charter to decide what to do in the region and how to accomplish it. The author of this article does critique the efficiency of the United Nations and the amount of time it takes to accomplish its goals. It is an organization that holds a lot of power and has the ability to make a real difference but sometimes the system itself constricts its power and efficiency. The approach to the change is a delicate process because the organization is already involved in so many operations globally and tampering with these operations might lead to a disastrous outcome in these regions.
John R. Bolton, President George Bush's United Nations Ambassador, finds that the United States contributes the majority of the United Nations funds but does not receive the power or influence that it should. He finds that many reforms made by the United Nations have failed such as the Human Rights council and various other sub-organizations. The most efficient reform, according to Bolton, would be to move to a voluntary funding system. This system would increase the transparency within the organization as well as increase the accountability and success rate of the United Nations. This would also clearly define the needs of particular nations so it would improve the efficiency of the United Nations.
Edward C. Luck, the Special Adviser at the Assistant Secretary- General, shows the steps that it would need to take in order to change any part of the United Nations system. It includes a six step process which takes time and collaboration of many governments. This six step process is used to change policy in the United Nations but shows that it is often difficult to find similar opinions about action which all the governments agree on. This difficulty illustrates how difficult it would actually be to change the entire system if just changing a policy takes so much effort. This article basically outlines why it would be difficult to change the system as a whole.
The United Nations, according to the Fordham Political Review, has indeed done what its charter intended for it to do. There is one main problem that has changed since the original Security Council and the one that exists now. The current council has disregarded the idea of the balance of power in the world. Now five countries hold a majority of power: the United States, United Kingdom, France, Russia and China. The role of the Security Council is to be one that is fair and unbiased but because governments function mainly based on their political power, the council is clearly biased. This becomes a problem when it comes to the United Nations fulfilling it's charter.
